Urs is an attorney-at-law and of-counsel at ENQUIRE. He is also an independent expert in financial market regulation and supervision. Prior to a three-year mandate as Head Client Tax Policy at Credit Suisse, he spent 30 years as a supervisor with the Swiss Federal Banking Commission (SFBC) and subsequently the Swiss Financial Market Supervisory Authority (FINMA). As long-standing General Counsel at Executive Board level, he was responsible for the enforcement activities of SFBC and FINMA for 15 years. Together with his teams he worked on complex cases in Switzerland and abroad, such as the debate over the Holocaust deposits with Swiss banks, the investigations into the wealth of Mobutu, Abacha and Montesinos, or the procedures and negotiations relating to untaxed assets deposited with Swiss financial institutions. Urs is honorary professor at the University of Geneva and Cornell Law School (Ithaca NY), where he lectures on Swiss and international financial market regulation and enforcement. He is the study director of the CAS Financial Regulation of the Universities of Geneva/Bern and the CAS Compliance in Financial Services at the University of St. Gallen. He completed his dissertation on the due diligence obligations of banks under Swiss public law in 1994. In addition, he regularly publishes and gives speeches on financial market law issues.
